The Vice President/Senior Project Manager is the leader of a development team, leading the internal team of comprised of design, construction, finance, accounting and legal staff members, and directing the external team which includes community residents and stakeholders, external consultants, private sector financial partners and public sector agencies. The Vice President/Senior Project Manager may project manage multiple phases of development and reports to a Managing Director of Development at McCormack Baron Salazar.

The Vice President/Senior Project Manager is responsible for bringing projects from concept to completion, managing the project delivery process to achieve successful implementation of the firm's real estate development projects in collaboration with local partners through the development process and turnover to operations and management. 

 Essential duties and responsibilities include:

  • Work with communities to assess housing needs and to develop support for development project (facilitate community meetings, voice community concerns, act as liaison between community and all stakeholders; coordinate community meetings, development team meetings and community roundtables).
  • Lead team in design conceptualization and programming, including evaluation of community and development goals, and establishing a feasible development program and budget, including unit mix, rents, and reasonably expected sources (i.e., debt, tax credits/equity, subordinate financing).
  • Establish and oversee the project schedule and lead the team in completing required tasks and deliverables on the critical path to complete the project and achieve capital events including financial closing, construction completion and operating stabilization.
  • Perform acquisition activities (ownership, title work, land negotiations, relocation, etc.), and assist in negotiations and administration of any purchase and sale agreements as needed.
  • In conjunction with Finance team members, prepare and develop initial underwriting analysis, due diligence, initial assessments, etc. of any properties the team has identified.
  • Work with the Finance team to structure potential and awarded sources, navigating through known or unforeseen conflicts (as they may arise) that impact the development and/or operating budget.
  • Hires and manages consultants for the development team, as appropriate.
  • Lead and/or direct project management staff in submitting financial applications and related due diligence (tax credit applications, first mortgage, soft debt, donations, and syndicators), responses to requests for proposals/qualifications, reports, and other project related submissions.
  • Lead the entitlement process including representation at hearings and neighborhood meetings. Interfaces and works closely with attorneys, planners, architects, engineers and other consultants.
  • Monitors progress of development consultants, including architects and landscape architects, engineers, etc., and progress of construction relative to budget requirements and schedule. Ensure coordination between on-site and off-site construction activities is smooth and avoids delay in delivery of the project and all planned improvements.
  • Oversees establishment and achievement of project goals for economic development opportunities, including creation of local employment and business opportunities for community residents, and minority, women, and Section3 owned businesses.
  • Ensure proper legal documentation is in place for all contracted aspects of the work, i.e., acquisition, design, construction, partner agreements, financing agreements.
  • Oversee draw process on projects and work with the Development Accountant to ensure project funding occurs on schedule and with appropriate documentation to all parties.
  • Manages turnover process to ensure a smooth handoff in a timely manner at initial closing, and with the property management team to transition the project from construction to operations.
  • Maintain client and stakeholder relationships and resolve conflicts between parties. Lead project teams and facilitate resolution of key development issues during all phases of the process.
  • Frequent travel as required to multisite and multistate locations (both instate and outofstate). Travel can be up to 23 days every other week.

Candidate Qualifications/Experience:

Education: The successful candidate will have a strong academic background with a college degree preferably in Architecture, Urban Planning/Public Policy, Real Estate or Business. A graduate degree in similar areas is a plus.

Experience: More than 10 years of work experience in real estate, community and/or economic development is essential. Specific experience in residential rental and affordable housing, mixedincome, and mixed use development using various tax credit programs, is a must.

Specifically, candidates for this position should possess the following career experience/skills:

  • Experience in real estate or economic development in urban areas.
  • Demonstrated leadership overseeing the project development process from concept to completion and lease-up and into operations.
  • Experience in the entitlement process and navigating community and local approvals to achieve development approvals.
  • Experience leading community outreach and participation programs, building relationships with civic and political leaders/influencers, acting as community liaison to build awareness and support for proposed development projects, and managing conflicts to achieve consensus or other acceptable resolution.
  • Experience in applying for, securing and closing on financing typical to affordable housing developments, including Low Income Housing Tax Credits, first mortgage debt, and subordinate (gap) funding through City, State, Federal, philanthropic or other sources.
  • Demonstrated leadership and ability to manage a multidisciplinary team of internal staff including design and construction, legal, finance, property management. MBS is a highly collaborative environment where the Vice President/Senior Project Manager drives and owns the development process, but must work collaboratively and proactively throughout the process.
  • Experience working on complex development projects that include multiple partners, phases, scopes (on- and off-site), and financing sources.

 Personal Skills and Attributes:  

  • Passionate about transformative community development.
  • Must be wellversed in completing project proformas and analyzing deals, with an ability to articulate, both orally and in written form, the case for a specific project. Should have both an intuitive and a detailed sense of the dynamics, risks, and structured financings of each transaction.
  • Must have demonstrated strong problem solving skills and quantitative abilities.
  • Demonstrated ability to work collaboratively within a matrixed team environment.
  • Excellent project implementation, organizational and planning skills. Able to work with time sensitive, detailoriented material and meet multiple deadlines. Has experience managing multiple projects successfully through constantly changing priorities.
  • Excellent computer skills; must be very literate in core Microsoft Office programs (Word, Excel, PowerPoint, Outlook), and project management/scheduling software.
  • Strong interpersonal skills and ability to communicate and interact effectively with all constituencies, including residents and community stakeholders, and all levels of private and public sector officials.
  • Strong oral and written communicator. At ease speaking with large and small groups of individuals from diverse backgrounds.
  • Ability to read and understand architectural documents is helpful.
  • Understanding of key design and construction contract provisions to facilitate negotiations of contracts with third parties, in coordination with the Design and Construction team member and contracts attorney.
